Explanation

The suffix "or" is used to denote the person who performs an action. The suffix "ee" is used to denote the recipient of that action.
You will hear words like:
Vendor - Vendee
Grantor - Grantee
Lessor - Lessee
Optionor - Optionee
Trustor - Trustee
Mortgagor - Mortgagee
Offeror - Offeree

The gist of it is: the OR is the giver and the EE receives.
In the question, a vendor sells to a vendee.

NOTE - A mortgage is NOT a loan. A mortgage is the pledge given from a borrower to the lender- the mortgagor is the person giving the pledge and the mortgagee (lender) receives the pledge. Mortgagor and Mortgagee are NOT an exception to the rule, as many people mistakenly believe.
